Party Funding and Corruption

This book systematically explores the relationship between party funding and corruption, and addresses fundamental concerns in the continued consideration of how democracy should function. The book analyses whether parties funded primarily through private donations are necessarily more corrupt than those funded by the state, and whether different types of corruption are evident in different funding regimes. Drawing on a comparison of Great Britain and Denmark, the author argues that levels of state subsidy are, in fact, unrelated to the type of corruption found. Subsidies are not a cure for corruption or, importantly, perceived corruption, so if they are to be introduced or sustained, this should be done for other reasons. Subsidies can, for example, be justified on grounds of public utility. Meanwhile, anti-corruption measures should focus on other regulations, but even then we should not expect such measures to impact on perceptions of corruption in the short term.

School Funding and Student Achievement

This Brief explores school funding reform in the states of Kentucky and Tennessee. In 1990, Kentucky passed the Kentucky Education Reform Act designed to overhaul that state’s education system. Two years later, Tennessee passed the Education Improvement Act which included the Basic Education Plan, designed to foster equity in funding among the state’s schools. Initiated as a result of lawsuits against the states’ educational systems, both programs dealt with school funding, specifically funding equalization among districts. This Brief examines the environments that precipitated funding reform in each state as well as the outcomes of the reforms on student achievement. The similarities and differences between the approaches in each state are analyzed and compared to related reform programs in other states. An in-depth study of regional educational reform in the United States, this Brief is of use to public policy scholars as well as education policy consultants and other school system or state education leaders.

This book represents a comparative study of Third Party Funding (TPF) and its regulation in England, Hong Kong, Singapore, the Netherlands and the Mainland of China. It provides a general review of the background in which TPF grows and the platform where third party funders are allowed to operate. In each and every chosen jurisdiction, the book analyses the legal risks related to TPF, the regulatory measures and the questions surrounding the challenges that lay ahead. This book is featured by the empirical study of the Chinese TPF market. As of the time of this writing, TPF activities operating in China have not been expanded upon in English or Chinese literature. The language barrier may be one reason. The lack of empirical materials may also contribute to this situation. In order to obtain some first-hand evidence of the TPF market in China, the author conducted empirical research in Shenzhen, with the assistance of Chinese third party funders and some local organizations and authorities. The empirical study took the form of questionnaire surveys. The first survey saw in total 175 responses, and the second saw 18 responses. Due to the fact that many funding arrangements for commercial disputes are kept in the dark, it is hard, if not impossible, to measure the size of the Chinese TPF market. This study provides a dataset that serves a humble purpose; namely to offer an insight into the Chinese TPF market, rather than to grasp the full picture of the industry.

This volume presents an analysis of the Erasmus+ funding process. It examines the first 3 years of the programme to discover if the funds are being distributed homogeneously throughout the regions of France, Germany, Italy, Spain and the United Kingdom. If it turns out that funds are being unevenly delivered this could result in an inequity situation: students living in specific regions might have greater chances to benefit from KA102 funds, while other students might have fewer opportunities to benefit from these funds. The book looks in detail at the implementation and performance of the various programmes within Erasmus+, the funds and distribution of these funds, and the number of students in the programmes. The book studies these five countries because they contain more than half of all the vocational education and training students in the European Union. Also, these countries had the most students participating in mobilities during the previous Leonardo da Vinci programme. Hence, it is to be expected that the conclusions drawn in this study are representative of the situation of VET mobilities and Erasmus+ funding in Europe. Erasmus+ is the European programme in charge of fostering the development of transnational programmes in the areas of education, training, sports and youth policies. It is focused on the adaptation to a fast changing world, tackling youth unemployment, and preparing workers for highly skilled jobs. Erasmus+ integrates former programmes such as the Lifelong Learning Programme, Youth in Action, and the various international Higher Education and Sports programmes. It started in 2014 and will be active until 2020.
